State Violence and its tools as manifested in North East India
The following are some of the different aspects/themes of the conflict that we are going to focus on in the paper:
• Introduce the subject- dwell on the formation of State, post-colonial state and zero down to India and three states in Northeast India, namely Assam, Manipur and Nagaland. What is the historical context and present conflicts in these three states?
- Divide between valley and hills
- Inter state conflicts
- History as a frontier of the Indian State
• How is state violence affecting different indigenous groups/ peoples?
- Cultural violence: The oppressive discourse regarding the way people talk/think/act towards "tribal people" and how this might serve to legitimize direct (state)violence towards them). = a kind of "discursive violence" which can be seen as a specific form of cultural violence. This leads to direct violence
- Concept of borders and relations with South Asia and South East Asia
- Clash between Indian nationalism and ethnic nationalism (“the other”)
-Problems due to independence
-Structural violence.
-Direct violence (eg- AFSPA, militarization- will elaborate on these in the form of chapters)
-Territorial claims of the State and non-state combatants/insurgents
-Abuse of natural resources in the North East (like the building of big dams, Development vs peoples?, dynamite blasts in the river bed that lead to erosion, etc.)
- Structural violence: The economical interests that the Indian state/ institutions/peoples outside the north-east have in maintaining things the way they are in the region. How the resources in the region not benefits the people in the north-east, which is one of the poorest in India. = a kind of structural violence, because these economical interests serves to keep people down, leads to the maintenance of poverty, and also direct violences e.t.c
• What is Armed Forces Special Powers Act’s (AFSPA) role in these conflicts?
• What are the consequences of militarization of India in the North East?
• How is state violence affecting different groups of women?
-Militarization of women
(Women joining armed militias, rapes by the Indian army, taking Manorama’s example as a case study)
-Link between the government and the surrendered militia (eg- Surrendered United Liberation Front of Asom)+ the arming of villagers in Manipur as counter-insurgency measure.
• How are non-violent movements manifesting themselves?
-Non violence resistance (eg- mass protests against the army by women after Manorama’s death, civil society groups, media involvement)
-Hunger strikes etc
• Potential solutions/Problems to be addressed for bringing peace.
